Many volunteer and youth groups require a “clean” criminal background check for adult participation. We have collected the following links regarding the effect of a criminal record on an individual’s membership and participation in a volunteer organization.
Volunteer Youth Organizations:
On October 9, 1998, the Volunteers for Children Act was signed into law by President Clinton as Public Law 105-251. Organizations and businesses dealing with children, elderly, and the disabled may now use national fingerprint-based criminal history checks to screen out volunteers and employees with relevant criminal records.
On August 26, 2013, Governor Brown signed AB 465 into law. The bill authorizes a community youth athletic program to request state and federal level criminal history background checks and subsequent arrest notification.
